Looks like a eye from Clannad, right?
It requires difficulter technique as TTGL, due the better animation style.

You should begin from the lightest color and going to the darker ones.
(the sides and eyebrows I leave out, that can you make)
Btw everything make as a different layer. Also copy the original colors out

1. beginn with the big white circle, "paint it" or "cut + overlay"
2. the long one on the left side, same process
3. the two small ones on the right, same process
4. the upper circle, same process
5. a exception, the darkest now - the big black circle in the middle
6. under this is a part lighter yellow then the rest, same process
7. arround that is the darker yellow part, same process
8. It stays only the background of the eye now, same process

9. the ones in the 6,7 give a bigger blur, try as it looks as on the screen.
10. if is too sharp also give, but only a simple blur to the 1.

However you can go also without blur, trying to replace them with layer effects - Gradient Overlay,Inner Shadow, Ineer Glow or Satin. (difficulter)
Or none of them - but that simlifies your vector - good for Chibi style :3
